EU control of arms exports: promise of better transparency, not much more to see

On 16 September, the EU Council updated the Council common position on the control of arms exports, agreeing on a new user’s guide, but failed to make substantial progress on its commitment to promoting convergence of standards. So say campaigners for tighter controls. The update does, however, pave the way for greater transparency of arms licensing across the European Union.
