The regulation which changes the EU dual-use list came into force on 15 June. Commentators say the changes are designed both to make the list more ‘user-friendly’ and also to stay abreast of developments in technology, market trends, and the international security situation. In total, 271 changes are made to the list: these include amendments of definitions, the inclusion of some new categories and the deletion of others. They are contained in Regulation (EU) No 388/2012 of 19 April 2012 amending Council Regulation 428/2009.
