U.S. and Russia clash in Security Council over Syria sanctions

Proposed designations included 'entities and individuals deemed to be involved in the production or use of chemical weapons in Syria'.

The United States and Russia clashed, 28 February, over a draft resolution which would have imposed United Nations sanctions ‘on entities and individuals deemed to be involved in the production or use of chemical weapons in Syria’. By a vote of nine in favour to three (Bolivia, and permanent Security Council members China and Russia) against, the Council rejected the draft, the annex of which included a list designating 21 Syrian individuals, companies and organisations that would have been subject to the measures.
