Horacio A. López-Portillo is a partner at Vázquez Tercero & Zepeda, a boutique international trade firm, and is resident at its Mexico City office, where he heads the Export Controls and Customs Security practice of the firm.

Horacio’s practice encompasses advice and representation before all levels of government, including legal remedies. He advises on export controls legislation and compliance, customs security programmes and anti-corruption practices. Horacio participates alongside his clients in the start-up and development phases of doing business in Mexico, including permission and procurement proceedings. He also represents clients in proceedings before civil and administrative courts.

Additionally, Horacio advises domestic and international companies on all aspects of their global operations in foreign trade law, particularly concerning matters of trade remedies and trade policy. In this connection, Horacio advises firm clients on antidumping and safeguard measures.

Horacio is a member of the International Bar Association, where he is the vice-chair of the Export Controls, Customs Security and Anti-Corruption Subcommittee, and participates in the Trade and Customs Law Committee; and of the United States-Mexico Bar Association, where he participates in the Antidumping and Customs Committee.

For several years, Horacio has been ranked as a leading practitioner in International Trade/WTO matters by Chambers & Partners, Latin America; in International Trade & Customs by The Legal 500; and is acknowledged as a source for counsel on export control matters by a variety of national and international institutions, for which he often publishes articles and speaks at conferences.
