A former customs manager at Ernst & Young Brazil, Carlos Navarro currently leads Viseu Advogados’ customs & international trade practice, which comprises advisory, compliance, and litigation.
Carlos Navarro provides full assistance on various matters relating to customs law, analysing and reviewing the impact of customs and indirect taxes on the import and export of goods into and from the Brazilian territory, considering several factors such as export control, tariff classification, import licensing, rules of origin, and customs valuation amongst others.
Carlos Navarro is also involved in several projects focused on helping clients to manage customs and excise duties by utilising special customs regimes, tax incentives, and free trade agreements, which frequently require complex studies of the supply chain for achieving cost/operational effective structures.

Carlos Navarro is also a lecturer at the Fundação Getúlio Vargas business and law school in São Paulo (Escola de Administração de São Paulo and Direito GV).
