Dr Lothar Harings is an attorney and partner at Graf von Westphalen. He is managing director of Hamburger Zollakademie (the Hamburg Customs Academy). Dr Harings specializes in EU law with a particular focus on customs law, anti-dumping, sanctions and export control law, and other regulatory aspects of international trade.
Dr Harings advises multinational companies on sanctions and embargoes and represents CEOs and senior executives in criminal proceedings related to customs or export control matters. Dr Harings regularly represents clients before the European Commission and the European Court of Justice. He has been involved in numerous anti-dumping cases during the past years, e.g. fasteners, cast iron gratings, hand pallet trucks, and footwear.
Dr Harings studied at the universities of Freiburg and Heidelberg (Dr iur) and worked as a research assistant at the University of Heidelberg. He is a lecturer at Bucerius Law School, Hamburg, and a member of the board of the European Forum for External Trade, Excise Duties and Customs as well as a member of the advisory board of the Center for Foreign Trade Law. Dr Harings is co-editor of the German monthly legal journal Recht der Transportwirtschaft (Verlag C.H. Beck), which covers all aspects of maritime and transportation law as well as customs law and export control. He regularly publishes on EU trade and customs law, is co-author of Dorsch, EU Customs Law, and has repeatedly been listed as a leading name in EU Customs Law and Export Control Law as well as a recommended attorney for foreign trade in the JUVE Handbook of German corporate and commercial law firms. Who´s Who Trade & Customs recommends Dr Harings as a leading expert in this field in Germany.
In 2012, Dr Harings founded the Hamburg Customs Academy (Hamburger Zollakademie, www.hza-seminare.de).
Dr Harings speaks German and English. He joined Graf von Westphalen in 1997.
