Marynell DeVaughn represents U.S. and international clients in national security and international trade law matters, such as counseling clients on the Export Administration Regulations (EAR), encryption export controls and regulations, International Traffic in Arms Regulations (ITAR), economic sanctions and trade embargoes administered by the Office of Foreign Assets Control (OFAC), Foreign Corrupt Practices Act and anticorruption, military exports and defence offsets, antiboycott regulations, and the Committee on Foreign Investment in the United States (CFIUS).
She advises clients on relevant laws and regulations; development and assessment of company compliance policies and programmes; internal and government investigations; compliance assessments and audits; voluntary disclosures to appropriate government authorities; and commodity jurisdiction, licensing, and administrative enforcement issues.
Marynell brings to her practice more than 12 years of experience as in-house counsel with Raytheon Company and ATK, two Fortune 500 companies in the aerospace and defence industries, as well as more than 10 years in the U.S. Department of Commerce’s Office of Chief Counsel for Export Administration (now the Bureau of Industry and Security). Her corporate work includes serving as vice-president and associate general counsel, where she handled international regulatory compliance, including EAR, ITAR and OFAC issues. While at the Department of Commerce, she advised and worked on export control and country embargoes, commercial encryption regulations (including the transfer from ITAR jurisdiction to the EAR), antiboycott compliance, national security and weapons proliferation restrictions on end-users and end uses, and industrial base matters, including regulation, licensing, litigation, legislation, and enforcement.
Marynell was a member of the Stimson Task Force on U.S. Drone Policy, where she served on the Export Controls and Regulatory Challenges Working Group. The working group considered U.S. and international export controls and regulatory regimes for unmanned aerial vehicles (UAVs).
