Pieter Haesaert

Pieter is the managing partner of customs4trade and a recognised tax consultant under Belgian law. After obtaining a bachelor in accounting and fiscal law and a postgraduate degree in tax law, Pieter joined the Belgian Customs administration and worked on several projects involving the automation of certain customs processes (in particular NCTS).

Further to some experiences in two of the Big Four consultancies, Pieter founded the customs consultancy practice ‘customs4trade’ in 2004. Since then, Pieter has consolidated the structure of customs4trade with experts from the public administration, industry, consultants from the Big Four, as well as IT experts for the development of IT tools.

Pieter and his team advise clients on customs compliance, tariff classification, customs valuation, preferential origin, customs procedures, litigation, excise duties, Single Authorisation of Simplified Procedures and excise procedures.

The team has a special expertise in automating customs procedures and re-organising customs compliance teams. Pieter provides assistance to clients in project definition and defining functional requirements for customs management software. In addition, Pieter has conceived a wide range of automated solutions not only in the field of customs processes but also in the export controls area.

The team assists the clients in export classification of dual-use items not only with expertise serving as a consultant but also with IT tools. customs4trade’s automated tool for export classification is already in use by several U.S. and Japanese multinationals established in the European Union.

Pieter has assisted major EU exporters in obtaining export licences in Belgium. Additionally, Pieter provides daily assistance as far as international sanctions and embargoes are concerned for exports to Iran and Russia. Furthermore, Pieter supports companies in defining their Internal Compliance Programmes in relation to export controls and international sanctions regimes.

Finally, Pieter provides regular training on export controls and dual-use items for Kluwer. Pieter is a trainer on several customs & excise topics for Portilog, Agoria and Essenscia. He has also published De praktische douanehandleiding (Standaard Uitgeverij) and De economische douaneregelingen (Kluwer Uitgeverij).
