Andrew specialises in sanctions and export control, international litigation and arbitration, EU and public international law. His work includes advising on all aspects of EU and public international law, whether contentious or non-contentious, including advisory work in connection with the application of international sanctions regimes.

Before joining Herbert Smith Freehills, Andrew was a senior assistant legal adviser to the Foreign and Commonwealth Office of the United Kingdom. He was posted to the UK Mission to the United Nations and the UK Permanent Representation to the EU, where he developed considerable experience on international sanctions issues.

Andrew has extensive experience in representing clients in proceedings before a variety of international and domestic judicial bodies, including the European Court of Justice and General Court, the English House of Lords and Court of Appeal, and in major international arbitrations under the rules of different arbitral institutions and under a variety of governing laws, including in disputes arising from the effects of imposition or application of international sanctions.

Andrew is qualified as a solicitor in England and Wales. He has worked in our offices in London, Paris and Hong Kong, and speaks English and French fluently. He is ranked as a Leading Individual and ‘particularly known for international sanctions, investment arbitration, and state and international organisation immunity issues’ (Legal 500 UK 2019, Public International Law), and described as a ‘first-rate public international law figure’ in Who’s Who Arbitration Future Leaders, 2018.
