Taiwan adds China’s Huawei and SMIC to its export control list

Taiwan’s International Trade Administration has added 601 entities to its export control list, including China’s Huawei Technologies and SMIC, citing national security and weapons proliferation prevention concerns.

The Ministry of Economic Affairs announced Sunday that the updated Strategic High-Tech Goods Export Entity Management List now includes entities from Russia, Pakistan, Iran, Myanmar and mainland China that are allegedly involved in weapons proliferation activities, bringing the total number of controlled entities and individuals to 10,844.

The administration said the updates mainly refer to the sanctions and control lists of the United Nations Security Council and friendly countries, indicating Taiwan’s alignment with international export control regimes, according to state news outlet Focus Taiwan and the Ministry of Economic Affairs.

The Ministry urged local manufacturers to obtain a strategic high-tech goods export licence issued by the International Trade Administration in advance if they wish to export to controlled entities on Taiwan’s Entity List.

The expanded entity list represents Taiwan’s most significant update to strategic export controls, demonstrating alignment with international efforts to prevent weapons proliferation while maintaining strict oversight of dual-use technology exports.

Taiwan’s action follows similar restrictions imposed by the United States and other allied nations on Chinese technology companies suspected of supporting military modernisation or weapons development programmes.

Last week, the US Embassy in Panama announced a project with the Panamanian government to replace Huawei telecommunications equipment and add seven new communications towers across four provinces over two years, with the aim of countering ‘the malign influence of China throughout our hemisphere’.

Emails for comment to Huawei and SMIC did not receive an immediate response.
