UN Sanctions Committee designates two DRC militia leaders

The UN Security Council’s Sanctions Committee has designated two commanders of rival fighting forces in the Democratic Republic of Congo (‘DRC’).

The 25 October notice said Bernard Maheshe Byamungu, deputy commander of operations and intelligence for the M23 faction, was being sanctioned for being among leaders impeding ‘the participation of their combatants in disarmament, demobilization and reintegration processes’ and ‘acting on behalf of or at the direction of a designated individual or entity.’

The committee designated Protogène Ruvugayimikore, a commander of the Democratic Forces for the Liberation of Rwanda (‘FDLR’) for the same reasons.

The M23 and FDLR are both listed as designated entities under US sanctions.
