Julio Guadalupe joined Rodrigo, Elías & Medrano Abogados’ Customs and Foreign Trade Group in 2007 and has been a partner since 2011.

His general previous experience includes being an advisor at the Peruvian Ministry of Foreign Trade and Tourism on preparing a new general customs law and being the head of the Customs and Foreign Trade Department at Ernst & Young in Lima, Peru.

In his regular practice, Julio advises, consults, plans and conducts preventive audits and provides guidance on complying with customs and foreign trade regulations. He covers matters related to import and export controls, customs valuation, tariff classification, verification of origin procedures, international trade facilitation, litigation, and trade agreements. He represents local and international clients in customs- and foreign trade-related disputes before the administration and the judiciary. In addition, he has advised on anti-dumping investigations.

Julio is a member of the International Academy of Customs; of the Tax and Trade Facilitation committees at the Peruvian-American Chamber of Commerce (‘AMCHAM’); of the Lima Chamber of Commerce’s Foreign Trade Committee; and of the Social Support Programme (‘PAS’) at Advocacy of the Taxpayer and Customs User.

Julio has been president (2005-2007 and 2007-2009) and director (2009-2011) of the Peruvian Association of Customs and International Trade Law (‘APDACI’); a member of the Consulting Commission on Customs Law at the Lima Bar Association (2008 to 2010); and a member of the Consulting Commission of Dumping, Subsidies and Safeguards at the Lima Bar Association (2011).

Julio is a professor in customs and international trade at the graduate programme at the Universidad del Pacífico and a regular speaker at seminars and conferences organised by business association committees and public and private institutes and universities. He has published several articles on topics of his expertise in business and legal magazines.
