Richard is a Senior Director in the International Trade and EU Law practice in the London office of Dechert, which he joined in March 2015. He specialises in advice on export controls, sanctions, and EU internal market and trade regulations, including the trade-related aspects of Brexit.
Richard helps clients in developing robust internal compliance programmes; conducting independent reviews to identify gaps in compliance; preparing voluntary disclosures of breaches; and providing on-call advice on the most challenging issues. He works closely with Dechert colleagues in the U.S., Europe, Asia and the Middle East to resolve multi-jurisdictional issues.
Prior to joining Dechert, Richard was Head of Export Control Policy in the UK Foreign and Commonwealth Office where he led on strategic export licensing decisions, directed risk assessments, developed UK export controls policy and negotiated international arms controls agreements, including the Arms Trade Treaty. As a former senior UK diplomat, he has over 30 years’ experience of the negotiation and implementation of international, EU and national controls on arms and dual-use goods, of sanctions and embargoes, and of EU and international trade regulation. He has worked in a wide range of diplomatic roles in Africa, Europe, the UN in Geneva and New York, the Organisation for Security and Co-operation in Europe in Vienna, and in the Caribbean.
Richard is a member of the Executive Committee of the Export Group for Aerospace, Defence and Dual-Use goods (EGADD) and of the Joint Electronics Telecoms Security Export Control Committee (JETSECC). He is a regular writer and speaker on trade, export control and sanctions issues. He has an MA degree from Cambridge University.
